与工程和科技相比，人文的正确与错误，高与低，难以立刻就做清楚的判断，必须通过国家级别的实践来检验，成本高昂。
起码在中国、越南的股市、外汇领域，事实确实如此。
1924年，年轻的司法部档案复审员埃德加·胡佛被任命为FBI局长，他在任48年间，美国换了8位总统，16位总检察官，但是，没有一位总统敢解雇胡佛，因为没有一位总统知道胡佛究竟知道些什么。
中国目前的金融、证券领域的高级官员，很多都有留学美国的背景。而他们的表现如何，大家有目共睹。
2007年7月的越南“艳照门”事件，2008年2月的香港“艳照门”事件，都把非常著名的明星轻松地拉下台。
这是很有效的警告和威胁。
随后就是中国和越南的金融证券领域出现异常的大波动，股市和外汇都蒙受巨大损失，而各类著名经济学家和金融、证券、外汇领域的中央高官们却视若罔闻，顶着骂声继续大放厥词。
他们都有一个共同点：曾经留学美国学习经济。
孙子兵法曰：昔殷之兴也，伊挚在夏；周之兴也，吕牙在殷。故惟明君贤将能以上智为间者，必成大功。

对国家和民族来说，３１人的协商执政，比１个人更可靠、更理智。
采用各个省派出下属的专员组成３１省区市联合委员会，协商管理国防、司法、金融、证券、海关、外交、等国家大事。
用３１省区市联合委员会替代现有的中央政府，而地方政府都基本不变。这样的混乱最小。
这也符合四项基本原则“坚持社会主义道路，坚持人民民主专政，坚持共产党的领导，坚持马列主义、毛泽东思想。”。
现有的中央，成事不足，败事有余。
中央应该为地方服务，现在居然颠倒了，地方为中央服务，凭空多了个老爷。
明明应该是地方考核中央，结果变成了中央考核地方，天大的笑话。
其实，任何一个省，都相当于国外的一个中等国家的人口和面积，省长的执政水平，难道比总理差吗？
管理中的最著名的PDCA循环:决策、执行、监督、评估纠错、决策、执行……。这四个基本环节，执行要集中，决策和监督、评估纠错必须民主。这对国家、军队、民族都有利。
采用３１省派下属的专员组成联合委员会，加强决策、执行、监督、评估纠错的地方民主成分，地方民主决策，地方集中执行，地方民主监督，地方民主评估纠错中央的各部门。
地方的屁股与３１省区市联合委员会的脑袋是一致的，地方的利益与３１省区市联合委员会的立场是一致的。
它是符合国家和民族利益的PDCA循环。
现在无人监督中央的各部门，他们垄断捣鬼，黑箱操作，欺瞒刁难地方，多贪多占，欲壑难填，颐指气使，想撤换谁就撤换谁，为所欲为，对自己的行为却不承受后果。
中央部门卖国求荣，地方干瞪眼，毫无办法纠错。
地方很吃亏，被迫邀功争宠，乞怜施舍。
国家和民族的利益与中央的行为立场根本就是脱节的。
地方是国家利益的创造者，中央在金融、证券上严重损害了国家利益和地方利益。
中央吃地方，喝地方，剥削地方，完了还反咬地方一口，这样无能无耻的中央，滚蛋！
军队听３１省区市联合委员会的。
军费有了地方和３１省区市联合委员会监督，没有中央的贪污腐败、捣鬼骗人，军费就不受影响，军队地位不受影响。
兵源、军饷、军需、后勤、家属、退役，都要靠地方支持，地方有好的发展和未来，军队会受益不浅。
军队应该支持３１省区市联合委员会。
地方官和军队也一样，都讨厌一个没本事又贪污腐败、捣鬼骗人的上级。国家和民族也如此。
对内好，必然对外狠。对内狠，必然对外软。
地方官不理睬现在的中央了，实行严格的地方保护主义。
如果地方官要保护地方了，自然用不着中央的官，中央就是多余了。
如果地方不听中央的命令，空降的官员和撤职的命令都当它是纸张了，现在的中央政府不过是只周老虎。
为了国家和民族有一个强大和发展的未来，希望你能完善这个３１省区市联合委员会替代现有中央的方案，也帮忙发转１０个有关的单位和地方。
